In Mexico, it is probably 30% max.
Agreed that masks should have been mandatory, as well as indoor events and large gatherings shut down. If a large % of people weren't total morons who deny science b/c of their religion/politics, then we would have had much less severe outcomes.
Still though, it was always gonna be a tricky issue b/c most countries don't have the luxury to allow all of their population to stay indoors for 2 months. In some areas of Mexico, they realized how severe the problem was, and still people were crammed into public transport b/c many people live in the cheaper outskirts and then take p.t. into the city in order to make money as they live day to day for the most part. I guess you would have needed the gov't. to step in and take care of the people, but even the USA couldn't pull it off, so I doubt other countries with a fraction of the resources would have been able to either.
