I predict 4 things.
#1 A city or state wide lock down will not work as effective as expected, because a lot of folks will move to somewhere else if there is less restrictions. This happened in Italy where they moved to the south or in Spain where a lot of people moved from the heavily hit Madrid area and took a vacation to their beach houses, spreading the virus to areas previously unaffected. A complete lock down prevents this effect undermining the quarantine. France, Spain and Italy all have a complete country wide lock down now. Parts of Germany too, they will decide over the weekend if it will become a complete lock down.
#2 Locking down the border to Canada and Mexico won't help to reduce the infections in the US, because the virus is already on the inside. Just check the map, there is not a lot going on in Canada and Mexico compared with the US:

#3 Trump will most likely not order a country wide lock down, because of the economic impact it has short-term.
#4 Trump will loose the next election.
