I don't think that "basically any city over 500,000" is going to offer restaurants like:
Nigerian,
Ethiopian,
Romanian,
Korean,
Texas BBQ (or equivalent extraordinary local specialty),
and staggering amounts of Chinese, Vietnamese, Thai, and Indian/Paki that are likely not found outside of NYC, LA, and/or San Fran.
That said, I don't put Houston in the top tier of food cities, as its fine dining options are more limited, but it is underappreciated. If this was a "best food for under $20" poll, not mentioning Houston would be a mistake.
