Street side pho was a different story: that was like universally delicious and crazy cheap.
IME most banh mi from cart vendors aren't that great. They're cheap, so they skimp on meat, and it's not usually actual pork loin. That's one case where I think the authentic local food is not as good as the places catering to tourists.
The best banh mi I had in Vietnam was down an alley in HCMC. The vendor grilled up pork meatballs for each sandwich. That was worth seeking out.
