They're enforcing the $20 more per month regardless of if you sign a new contract or not, beginning sometime in November. This applies to unlimited data plan customers out of contract, which I think is all of them, so Verizon is well within their rights to change pricing. I'm surprised it took Verizon this long, honestly.
You actually cannot sign a new contract and get/keep unlimited data with Verizon. People who still have unlimited data plans have stayed on the old plan and either (a) stuck with their old phone, (b) bought new phones outright (used or full price for new), or (c) used technical/billing loopholes (most/all of which have since been closed) in order to get subsidized pricing on a new phone but stay on their old plan.
