What is a true "range" bet? What is a true "range" bet?

So when watching coaching vids and whatnot I always see people say "I'm betting range here" and make a 25%-33% PTSB. Been working more with pio lately and noticed that even at these sizings its never really "betting range" and still checking a good amount of the time, even with 33% PTSB it is still regularly checking like 20-35% of the time.

Example;

On AK3r CO vs BB in a single-raised pot with a single 33% PTSB option, the solution has us betting just 69% of the time
In this same spot even with a tiny 15% PTSB it has us checking at a 5% frequency (exploitable for .1618%)

I'm assuming people just "bet range" with these sizings for simplicity, but if we assume the 33% sizing is it really that much harder to construct a theoretically-sound checking strategy?

I can't think of any realistic no limit holdem scenario that allows me to bet 100% of my range while maximizing the ev of every hand in my range.

In limit games it happens much more often that betting 100% is correct.

People are doing it for simplicity as you say, especially in 3-bet pots. I don't do it myself. I'd rather puke all over myself than bet 1/3p with QQ on A87 OOP in a 3-bet pot.
That said, I think the play has some merit on some flops in SRPs for BTN vs BB, where you can basically bet ATC for a small size and make money.

In the microstakes forum, there's loads of hand histories where people are doing things like betting 1/3p pot with AA on 752 in a 3-bet pot. It's missing so much value. They also have no idea what to do on the turn when their lighter c-bets get called.
e.g. They 3-bet in SB v BTN with AQ, bet 1/3p on T53r and then don't know what to do on any turn that doesn't give them top pair.
While the practice of betting range on the flop makes the flop simple, it just delays the complexity to the later streets, where mistakes are more costly.
I'm a big believer in choosing the right lines, rather than picking a bet size and taking the same action with every hand. If you play the flop correctly, the turn and river are simpler.

I argued something similar a while back, that when we say a "range bet" it means more to bet a small sizing w/ *most* of your range and that nobody truly ever bets "full range". They argued that I supposedly didn't understand what "range bet" means, when, of course, I understand what it's *supposed to* mean, but in reality it means bet *close* to range.
