I don't think it's particularly useful to divide hands into value-bets and bluffs pre-flop. You just need to have an idea of which hands are profitable opens and which are not.
e.g. I routinely open 76s on the button. I'm not expecting to get called by worse, but the hand still has a slightly positive expectation, because it plays well post-flop. I'd usually fold K6o, even though it could get called by a hand it dominates (like 76s), because I don't think it's profitable long term (since it plays so badly when the raise is called or it faces a 3-bet).
