If a player tables their hand and it's the winning hand but they don't realize it what happens?

For example:
On river Player A bets 10$, and Player B calls.

Player A tables 2 pair.

Player B tables his hand and says "damn I missed my straight" and legitimately believes he lost the hand. Not realizing there are 4 to a flush on the board and he has a flush whereas Player A does not.

-They win the pot correct?

-Is it okay for players not in the hand to announce that he actually has the winning hand? (as long as it's tabled of course, if he's thinking about tabling it and somebody announces "do you have a spade?" then that's out of line)

-What about the dealer? Since it's tabled is he supposed to announce the winner even if both players don't realize it?

Cards speak, winning hand wins. Dealer should spot the correct hand and award the pot to the winner. If dealer doesn’t notice, I would speak up even if not in the hand but others disagree.

cards speak, so as long as player b shows his cards and doesn't muck them he should win, and it's on the dealer to notice. if nobody says anything and the dealer still doesn't have a clue i would point out the flush

this is why you should just table your hand at showdown if you're a new player. especially if you're switching to something like omaha and may not have read your hand right

As long as a hand is properly tabled, and by that I mean placed face up on the table, in front of the player (not flashed to the table, not tossed face up in the muck, though that is still usually considered live), the best hand should win, period. All players and the dealers are obliged to identify the best hand. If you see the dealer begin to scoop up and muck the winning hand, stop them immediately and make sure they see the winning hand.

Once a hand is tabled, action is complete, and OPTAH does not apply

Not only is it ok for players not in the hand to point out the winning hand doesn't get the pot, they should.
