Situation 1-Player cannot come in between SB and button, so player sits out one hane while the 2 seat is the button, and then the button passes to the 4 seat and the new player come in as the cutoff.
Situation 2
Button moves to the 2 seat as normal, but it is a dead button (no player at that position)
Easiest way to think of it. when new players come in, you cannot put existing players at a disadvantage or advantage, so you can never make them post a blind twice, or miss a blind, or miss being on the button.
