38BB effective stacks. Min raise UTG. 1 fold. 1 call. 2 folds. Hero has 76s. we are 38BB deep. UTG raiser has 61BBs. other caller has 41BBs. no reads.

what is a correct UTG raising range here? what is a correct MP call range here? with these stack sizes? 9 max.

There are many profitable ranges for utg, the callers, you, and the blinds to choose from. The exact number of players behind you matters because (a) some of them might have position on you, (b) they might pick up a reraising hand, (c) they might have incentive to 3 bet a bit wider for reasons that you don't understand yet(if they have a read on someone besides you that you're unaware of), (d) they might overvalue hands that accidentally crush your hand's equity(3 betting A7s or A6s is a mistake here in position here), (e) maybe they're just donks, etc etc.

So there are all these factors piled up against one thing:

the strength of your draw.

In a 5+ way pot, you basically have to make a hand to win most of the time. How often do you see 76s take down a big pot? hopefully with a nut straight imo because winning a big pot with a little flush requires a certain level of aggression from your opponents with weaker hands; this aggression isn't necessarily present in all five handed pots.

There's something funny that happens in very multiway pots:

There's a push/pull effect with draws. On one side, there's the ev gained from implied odds(hello donks), and on the other, there's free card ev(hello nits). If you find the sweet spot combination of players that play passively on early streets(when your draw is live and you're willing to invest profitably and reluctantly) but somehow lose their minds on the river(when you can fold after making many profitable checks and or calls), if all that happens? 76s is most definitely profitable in this spot(implying that other seemingly weaker hands are also profitable). However, if you find yourself in a wild preflop/flop game(which is likely if many stacks are only 30-50bb), you should probably fold 76s.

The stipulated by the op, the average situation is probably a fold, but I would call on the button. Where to draw the line from the cutoff is dependent on the buttons 3 bet frequency, if unknown I'd fold 76s.
