how do I remember these things at the table

The number of hands each player plays
Whether they limp or bring it in with a raise.
the frequency which they re-raise (3 bet) both in and out of position
how they respond when they 3 bet. do they 4 bet? if so what hands they 4 bet with
whether they call a raise preflop then check/fold of flop.

do I have to create memory palaces in my mind and remember all the stuff?

I don't think anyone really remembers exact values you just build up a feel for the frequencies around the table.

You evaluate poker players the same way you evaluate anything else. Take in the info by following the play, and evaluate based on that. You don't have to memorize anything lol. Except the size of the pot of course.
