in j or better back if a player can open with j or higer can the player not open if he thinks his odds at lowball are better than high.

you must open if you can oopen. its called jacks or better which means jacks or better opens. unless its clearly stated that its ok to lie. play 5 card draw instead it keeps stuff up and up.

I assume you are talking about five card draw where you play for high and if everyone passes then you play for low.
Yes, you can check your pat wheel and hope it becomes a lowball game. You don't have to open if you have a pair of jacks. It's called jacks or better because you must have at least a pair of jacks to open the pot. You can't open the pot with four clubs and a pair of fives.
