Player 1 limps utg, player 2 makes it 12, 2 calls, player 3 shoves for 59 otb. Player 1 reshoves for 70. Can player 2 reraise or is it capped?? They ruled that he could raise and I thought it was wrong. Thoughts?

Player 2 can reraise. Player 3’s raise reopened the betting for him.

Player 3's legal raise reopens the betting to player 2. If player 3 still had chips and player 2 just flatted, then player 3 would not be able to raise as the only raise he is facing (P1's backraise) is not a full raise

Ask yourself - how would it ever be fair to P2 to restrict his options because of what two players acting prior to him did?

The only person limited by a re-raise that's smaller than theirs is the person who made the raise that got re-raised.

1) 12-2 is 10 ... Legal raise from Player 3 must be $22 (12+10) or more. This reopens action to 'all' remaining players in the hand including 'any' players who already have chips bet out on this street, including Player 2.

2) 59-12 is 47 ... In order for any other player to make a legal raise they have to bet more than 106.

3) If Player 3 had 'shoved' for $21 then everyone except Player 2 could raise to $31 (21+10) or more to reopen the betting. Since Player 3's bet is only $9 (not $10) over the $12 bet he was facing from Player 2 we don't allow Player 2 to raise his own bet.
