I think you can only have one Stars account, unless you're (temporarily) playing in one of the restricted player pools, like on Pokerstars.it (for Italy only). It might depend upon exactly where you're located, or planning to live, as various countries have different laws.
The best thing to do is ask Stars directly via email, because they will obviously know the rules better than a random person on a forum... and breaking those rules can have serious consequences.
