Unless you're in the SB and the BB is actually dead, the answer is no.
If there are players that still have live cards, you generally need a hand with some equity if you want a chance to win. You can play a wider range if there are very few people left to act, but not ATC (any two cards).
No it is not correct. However you will see a lot of this kind of play from folks who announce " I didn't drive 2 and a half hours to this casino just to fold"! These folks are very welcome to most tables.
