1) Where they are guaranteed at least to chop the pot, but also have an additional draw which means they would scoop. AFAIK it's mostly used to refer to O8, then PLO, and least commonly used to refer to NLHE.
2) Either makeup (an amount over a longer-term stake which the stakee is down and so needs to make up before they can earn any money for themselves), or markup (a percentage at which shares of a tournament are sold above face value - intended to reflect the fact that the person selling expects to have a significant edge - for instance, if I sell a $100 tourney at 1.02 markup, 10% will cost $10.20).
