BTN vs BB, for example, almost every line is mixed with equal EV to betting and checking. So even if Pio has a 75% bet and a 25% check, the EV is exactly equal, so how do we go about structuring our ranges in a way to where we have enough or not too many bluffs when we get to the river? It seems like spinning an RNG for every street is pretty bad.

One way to do this would be to linearize your ranges a bit. For example, if your top pair combos are 75% bet 25% check, you could pure bet most of them and then pure check the weakest couple. Yes this is technically somewhat exploitable, but you can account for this and adjust when necessary against competent opponents.
