AFAIK, the main reason that stars will let you change SN is if your SN is based on your real name. Which bee's was, sorta, stretching the point just a bit, etc.

I am removed from all clubs I was a member of, lose access to all records like hand histories and any previous financial data. You also lose your PSO account if you have one and any things connected to it like blogs and forum posts

I will reapply under my new ID.

Basically, it's not a change of name it's a new account that all my funds and fpps, vpp status gets transferred to.

Yeah, he also had other usernames incl one that tracked to his home in Vegas. All told there were 23 accts and smth like 117 usernames, but Russ was primarily the man behind the scandal (though we still don't have every bit of info from the KGC or UB)
