This is correct. The "Highjack" or HJ seat is one to the right of the cutoff or CO. The CO is one to the right of the button. My guess is that it comes from the idea that in an unopened pot so many people made "button raises" to steal the blinds, that the CO started raising in unopened pots to fold out the button and steal the blinds first. When guys in CO started raising so much that it became the new "button raise," some of the guys one to the right of the CO started "highjacking" the blinds from the CO and button in unraised pots by raising (often a little light) to fold out the CO and button in order to steal the blinds.
I don't necessarily advocating raising light 2 off the button to steal the blinds, but that's where I suspect "HJ" comes from.
