i'm playing some nl5 on pokerstars with no tracker, no programs at all. I want to know what should i get to play and improve my game. I dont even know how many $$$ i need to put to get those things. I have around 500$ on stars.

A HUD/tracker is normally the first piece of paid-for software that any serious player buys.
You can use the free Jivaro HUD (FPDB is an alternative, google these things) while you're building a bankroll though. A free equity calculator like Equilab is also invaluable for studying.

Does the same go for tournament players that want to play a lot of live tournaments or just online cash players?

If you mostly play live, then a HUD/tracker for your online play is a less useful investment (so a free HUD would be a good choice), but it really depends on how much volume you put in. Just about every serious player I know will tell you that their HUD/tracker quickly paid for itself. I hardly ever play on HUD sites any more, but I learned a huge amount from studying my database.
