This is a tournament rule, generally. In cash games, it really depends on the casino; some allow it, some don't.

Speculating about the holdings of other players when there's more than two players in the hand?or when you are not involved in the hand yourself?is not allowed. It violates OPTAH, and is bad etiquette.
