Player 1: 10, 8
Player 2: 10, Q
Is that a split decision because the K would become kicker for both?
Or does player two win because his kicker is a Q which is obviously higher than player 1's kicker which is an 8

Bad example on my part. Let's say it's not a Q but instead a 7 that the player 2 has in his hand. Would player 1 win because he has an 8 as a kicker or is it a split pot because the K in the river becomes a kicker?

As always, the winner (if there is one) is the one who makes the best 5-card poker hand using one, both, or neither, of his holecards.
Player 1's best 5-card combination is TTKJ9 (a pair of tens).
Player 2 has KQJT9 (a straight) so he is the winner. He also has a pair of tens, but the straight is better, so the ten is irrelevant.

It would be a chop, because player 1's kicker (the 8) is lower than all the cards on the board.
T8 and T7 both made the same TTKJ9.

In that case it would be a split pot since you would use each players' 10 and then 10, K, 9, J for community. You play the 5 best cards between what's in the community and their hand. Since what is in the community beats the second card in each player's hand you would not use them.
