Not really enough to work with here .. In a game like this you have two issues IMO.
One, you do need to respect the 3b when they happen. I'd rather continue with 89s or something that's easier to fold if I miss the Flop.
Two, with the lack of 3b it means you are getting flatted by dominating hands more often. This mean you will be OOP and betting into Boards where you may be hung out to dry and value-owning yourself.
At these tables I would be opening for a slightly larger size from EP in an effort to 'make sure' that V are serious about their holdings when flatting and then proceed with caution, using a lot of delayed c-bets when the Flop checks through.
I would also try to 3b a bit wider when in position assuming the whole table is respecting 3b the same way you are.
Lots of Players focus on their opponent's style but they forget to consider what their image is from their opponent's point of view as well. GL
