I had 77 UTG+1 raises 3.5X, CO calls, I'm in SB. They both have just under 50BB. Is it a call because it is 2 of them? I have no reads on either of them. 6 hands maybe, was all I had at the time for both combined.

I have been following the rule of not calling short stackers with low pockets because you just don't hit often enough to make it +EV. IE: not getting a full 100BB stack when you do hit.

Even if following this rule, is it still +EV if there are two short stackers in the hand?

I'm not a big fan of EV calculation but I think call is the right move here. And I don't consider 40-45BB as a short stack.
You have three options right?
You will not fold here I think.
Raise? I'm not really sure it is a right decision to raise into two players with small pair.
So I guess the right decision is to call and see the flop. It will be interesting if somebody will calculate EV here.

need 15:1 to set mine. 3.5 x 15 = ~50bb so call.

I'm calling vs UTG alone, let alone another caller. As you're in the SB you only need to contribute 2.5bb. 50/2.5 = 20. Implied odds of 20:1 against an early position raiser (who will struggle to fold an overpair if you bink a set) makes a call mandatory. With two stacks of 50bb, there's an even better chance of getting paid.

If the raiser was in late position, then it's trickier. Since his (stealing) range would be much wider than TT+, AK, you'd rarely have the opportunity to win a stack.
