raising with 65s preflop is not a raise for value, because it's behind almost any hand
One reason people raise with hands like 65s preflop is to balance their range.
Suppose someone is raising 10% of their hands preflop. That range might look something like 77+,A9s+,KTs+,QTs+,AJo+,KQo. If a player is aware of this, it's very easy to outplay you postflop. If the flop comes 965, you've almost always missed and they can easily bluff you off the hand.
Now suppose you take that same range but add all pocket pairs and suited connectors down to 65s. That would now be 14% of hands, but now on that same flop you have overpair, sets, 2p, straights, pair+gutshot draw, and just overcards in your range making it much harder for your opponent to play back at you.
There are some implied odds too, the deeper you are the better they are. Raising 65s with 40bb effective is suicide. With 100bb it's fine. You're not going to hit a monster very often, and you're going to get someone to stack off when you have a monster even less often, so you need them to have enough chips for it to be worthwhile. The reason you have implied odds is if your opponent is ranging you -- if you're only raising 14% preflop and the board comes 965 it's hard to put you on anything that hit.
