That's very dependent on table conditions. Normal c-bet percentages are usually between 60-75% or so (check out the HEM tutorials, they used to have a lot of this stuff).
Also, it isn't about having a target percentage, but more about making the right decisions leading to a certain percentage. If you're outside that range, it usually means something's wrong.
For c-betting: there is some good material in the SSNL stickies. Quite old but still applicable. It really is about basic things like
(1) When heads-up on the flop in position, you c-bet pretty much your entire range. Let's say you raise AKo (of AT0 or 98s) preflop on the button, get one call from a tight player in the BB. Flop is Q63r. c-bet this always, your entire range. It's quite tough for your opponent to call now with a small PP.
(2) Oout of position heads-up, be more careful. Flops like JT6dd hit opponent's range pretty hard, might be best to just check-fold now.
(3) Mutli-way, be more careful because it's harder to get everyone to fold.
(4) Use the board texture to your advantage. If you raise 76s from the CO pre, and the flop is A82, always bet, because they will "put you on AK" a lot and fold.
