You do not have pot odds and you could possibly even have RIO if you hit and are OOP so you can't even maximise value if you do hit so calling is out.
A passive bet into a paired board into 2 players, they are loose and passive - they are not bluffing with air and are not folding a pair so a semi-bluff is just wasting $.
