Clearly RTA and it'd be clearly against the rules to use it in game if pokerstars acknowledged its existance, the dude himself basically said it lol:

He's right though that he isn't telling anyone to make a fraudolent use of it, so what can you do? it's kind of a grey area but as long as Stars cannot detect it people are gonna use it (as with hundreds of similar tools).
