As the others have said, no - the SB cannot raise. The only way someone who raises can re-raise is if another person reraised ahead of them. You are thinking that this happened, because the button increased the bet from 60 to 70. That is true, but it doesn't constitute a legal raise.

If the button had 500 and wanted to raise, they would not be allowed to go from 60 to 70, they would have to increase by at least the size of the previous raise (to 100). Since they have less than 100 they can't make a legal raise. They can go all-in, but it doesn't change anything about the betting.
