I was playing a 25c-50c cash game in a poker room (not a casino) anyway after the flop of 67J action is as follows

1st player bets $6
2nd player calls $6
3rd player moves all in for $9
4th player wants to raise but is forced to call as 3rd player couldnt make a full raise.

Is this right?? I thought that since 4th player has yet to act he would have the opportunity to reraise. I know that players 1 & 2 would have to just call in this situation

Can someone please explain it to me, and is it the same in both cash games and tournies??

Anyway 4th player just calls as do 1 & 2. 2 and 4's money goes in on turn of 5. 4 has QQ. 2 has 89.
