Most of the rakeback program nowadays only applies to new account setup in one of the internet poker site, up to a certain limit say 600 dollars.

is there any rakeback program that runs forever without upper limit?

and is there any rakeback program that does not need a setup of new account?

RakeBackPros on FT, but it's really difficult to get them to pick you, as they seem to do it completely randomly.

Every rakeback program that I am aware of runs forever.

There are a few poker rooms that allow you to convert an existing account over for rakeback. You have to contact the rakeback affiliate of your choice to get the process started.
