Accessing Account/Avatar?

I can not access my account or change my avatar. Is that because I have to a certain number of posts first? I did locate the thread on this topic but it was only a how-to post on changing your avatar. It didn't explain why I can't add an avatar at this time?
If you wish to point me to the correct thread since I am new here, I would greatly appreciate it.
