There is obviously something I'm not understanding from your problem. You posted that the person selected 12 balls to measure and they came out 361 times in 1000 and you essentially wanted to know how likely that would be if it were random. At least that is what I understood.
Now you are saying that you really want to test many combinations of 12 numbers, and that is going to be something completely different.
