Note that we cannot simply keep the table on top while you are taking a note as posters have suggested. If we do so, you will potentially time out on other tables where you need to act (what happens if you forget to remove the focus from the notes area for instance?).
It's been a while since I played on FTP and even longer since I played on party, but IIRC both sites did in fact "steal focus" i.e. a table requiring action popped up in front of the note window. However the note window kept accepting keyboard input even though it wasn't visible anymore. I'm not a programmer and have very little clue about computer stuff, my common sense tells me though that this might have to do with both sites using a seperate note window (at least they did when I was playing them) as opposed to stars where it's incorporated into the table window.
I personally don't really care because I tile and take my notes in HEM anyways, but this problem sounds like a real PITA for stackers and cascaders.
AFAIK stars auto-puts a cursor in the chatbox of the currently active table. Maybe your programmer guys can just fix that and let the user choose whether he wants to chat or not, and if he so wishes has to click the chat box before doing so.
I apologize if this post is a bit longwinded and cluttered, but talking about programming stuff (something I don't really understand) in english (which is non-native for me) is kinda hard. I hope you get what I mean.
