You can open an account from anywhere. If your account passes automatic verification, it's open. You don't need to provide anything because you passed their KYC verification.
You also can deposit from anywhere into an open account. You just cannot do anything with the funds. Even withdrawing without gameplay can be problematic, more so if it's do a different method. So don't deposit unless you are cool with the funds sitting there until you are in-state.
The second you are within the border of NY or MI (since we're talking about PS NJ/MI) you can play.
If your account does not pass automatic KYC verification, you need to send documents to verify who you are. This is always a photo ID and sometimes there are other requirements (SS card, address verification). But none of that should be necessary if you pass verification and open the account.
If you can successfully log in and you don't get messages that say you are not verified, or you need to complete registration, your account should be open.
