It's old news hence little impact. The news itself is new (it's official), but private data had already estimated a drop that large about two weeks ago.

Comically, Tesla "leaked" on the same day that they were going to make 4000 Model 3s per week in China by next month - another statement that's pure fraud.

It means that no institution is willing to take long on an equity raise, the only convert raise terms available are probably much worse than DAL, F, et al., and they have to rely on retail for an equity raise but there isn't enough interest despite all of the bullish analysis aimed at them.

I will laugh mightily if it turns out that their high stock price + current market conditions causes them to be unable to conduct any form of raise and end up going busto to make the stock plunge 99% overnight.

A chart that shows >100% clearly has problems

So the difference depends on what they call an 'institution'. Lots of the institutions have few shares.
