Basically, it's a prompt for decentralized development around an NFT collection, rather than expecting the dev team to do it. Projects where you get an NFT (or buy a coin), and it's expected that the development team will work to generate a use case or value, tend to either succeed or fail based on that dev team.
Projects like bitcoin are unique because there's no reliance on OG devs, but a compelling reason for continued development. Projects like cryptopunks are unique because there's an interesting story/history to tell.
Loot is both of these things, and is one of the most interesting things to come out of ethereum culture, which has grown and shape-shifted as the masses flood in. Much like a burgeoning new civilization that can afford creative extravagances, pushing the envelope because there's no practical worries to distract from art. A bull market is the time for something like this to sprout up, and worrying about the price of Loot or trying to figure out when it's going to top/dump is missing the point: this is the landmark project that asserts we are truly ready for a new artistic renaissance.
