Can An Apartment Complex Really Do This?

An apartment complex in Henderson NV (formerly Crystal Creek, now I believe Park Apartments), has told their tenants that when their lease was up they would now be charged for covered parking.
Residents that do not have a vehicle, including at least a few that are well into their eighties, are facing this $20 a month fee within a few months.
I have read that other places are charging as well, but only if you want to use your designated covered spot. If you wish to park in non-assigned, non-covered parking spots, or have no vehicle, there is no fee. But Park Apartments is insisting every tenant pay, car or not.
Writing this for a friend, as I know poker players are a smart bunch and hoped someone here could at least tell me whom she might contact to find out her rights.

They can write anything within reason into their contract, and a 20 blanket fee is fairly reasonable

they probably wouldn't be able to do it where I am due to rent controls but if theres no rent controls they could do it

How is this different than raising the rent?
