The reason I'm not worried about who's at fault is I thought I could solve the problem by not playing at WSOP. I thought I hadn't had these problems with other sites.
Thanks for the link to the gaming commission. Their complaint form literally requires a ticket number from the igaming provider. Talk about regulatory capture.

Turns out this was a bit of foreshadowing as apparently Global Payments also works with MGM. The transaction I was charged $35 and harassed about was
$100 deposit to MGM, not WSOP. Which prevented me from depositing via ACH
to WSOP.
Global Payments did send me a letter that says they got an error saying my account was closed. Again, the account was never closed and remains open. Hopefully it doesn't make it's way onto my credit score. There are loads of ways this could happen. I imagine a failure enum defaults to account closed or something when there's an HTTP error or otherwise an error in execution.
