Now that Adelson has passed, I think things accelerate quite quickly. We've already seen the wire act thrown out for good now, and Adelson was literally the only thing in online poker's way. This will now encourage a lot of smaller states to get up an running, that couldn't run without being part of a state compact. WV is a good example, everything is already legal there, they just aren't big enough to run on their own.
I think we could see a 15+ state pool in the next 2-3 years. Maybe even a federal bill that gives states the chance to opt in or not.
