My take on it ... just from looking at the link you posted... and understanding (somewhat) the regulation that exists in Nevada:
Its video poker? But they can't offer mobile casino gaming? So they have to market it in a way that allows it to fall into a 'multi-player', 'live' poker type model and bypass this particular roadblock.... so perhaps there's some link in progressive payouts between users to bypass that particular issue to allow them to offer it legally?
I mean, i think its pretty clear its simply video poker LOL and not multi-player poker... so im not sure. Id speculate pretty comfortably its about getting around in-state legislative road blocks, but exactly what component of it is multi-player outside of the fact that multiple people are playing it... all independent from one another? I have no idea, LOL.
