1) I believe you have to go through an affiliate in order to qualify for rakeback but I'm not quite sure. i went through rakeback.com and downloaded ACR through them and followed their steps(I believe I had to enter a code at some point when setting up my account). It took about a week to get rakeback setup though, I had to send them an email so they could contact ACR to see whats up.
2) Yup you can still get the 100% deposit bonus. I didn't need a code or anything when I deposited two weeks ago, but I also deposited via Western Union.
3)After doing my own research through the threads on here and comparing all the sites US players can play on, ACR is the best bet for getting money off the quickest.
4) Withdraws can be done to the debit card, western union, or check. However, there are fews involved of course. You'll have to check that.
5) Yes deposits can be done via Western Union. I made a $300 deposit(they cover the fees and add it to your account if you deposit $300 or more) a couple of weeks ago that went pretty smoothly. Just make sure when you send the money that its in USD and not some foreign currency.
6) From my playing experience on ACR so far I'm only modestly impressed. Of course I'm used to the days when online poker was flourishing, so maybe I'm just a little spoiled. You will have to get used to playing on a site with smaller traffic, however there is still $ to be made on this site. It is just a little disappointing if your mainly a Sng player on ACR, since SNGS are virtually non existent unless you are willing to play Double or Nothings which I have no interest in. There is also MTTs going throughout the day, but most are rebuy tournaments. I've had some success with those and the fields are very mediocre. On the other hand, if your strictly a cash game player then you shouldn't have much issue with the site since that's where all the traffic is. It just sucks that a 90% of the action is at the jackpot tables which produce more rake.
