To the best of my knowledge, no unregulated site that has completely shut down has ever returned funds to players. Full Tilt is kind of an exception, since PokerStars bought them years later and made refunds, but even then it was years later.
Although Phil has often said that knowing that player funds are safe is a reason to play on ACR, I don't recall them ever claiming that player funds are kept in separate accounts from other funds. And his credibility in general is dubious.
You probably don't want lots of poker players to see their funds disappear, but that is very likely to happen if your hopes are fulfilled.
I have no special insight into how close WPN is to shutting down, or whether they or their owners would make players whole despite having no incentive to do so. If forced to guess I'd say they've probably got quite a bit more life in them. There are no widespread reports of failed or stalled withdrawals.
