It is a phenomenon that goes all the way back to the original fast fold poker game Rush Poker on Full Tilt Poker. And this phenomenon has been seen on every poker site with fast fold poker from PokerStars to Bodog. It wasn't designed into the system, but pool poker seems to work best when every other stake is skipped. Bodog has gone so far as to remove several stakes.
Simply put, it takes a great deal of players to get every stake running and when there aren't a great deal of players, then just by natural selection, players will herd into a few stakes. And it circles back onto itself in that the stakes that are running will continue to be the stakes that are running and the ones that are not running will continue to not run. And then favorite stakes get established and even if you closed the poker site down for a few hours for maintenance or whatever, when the site comes back up, players will re-populate those familiar favorite stakes. Put a twist on the reasons non-human animals herd and you will see reasons poker players would herd into the largest pools. Safety in numbers, camouflage and more time to actually eat grass (or play poker instead of wait at a non-running pool).
John Nash received a Nobel prize in game theory. And now in poker we have the Nash Equilibrium. If you figure out and write a great paper on this every other stake herding phenomenon, maybe there is a Nobel prize in your future. We will call it the BenR Equilibrium.
