They are not exit scamming. These companies are flush with cash, highly profitable, and they have no need to steal your money. Nor do they have a desire to do so, they have a legal cash cow (and yes, online poker is legal, even if not regulated in the United States).

In point of fact, licensing has very little to do with whether a company comes, goes, pays, folds, etc. Profitability matters, and the offshore sites are quite profitable. They aren't going anywhere, not the main ones anyway.
Ignition, Bovada are licensed by the way, many people don't realize that.

Me: Send verification again.
ACR: You need to cashout in cashier first.
Me: Cashout.
ACR: Immediately declined.
Me: Cashout try again.
ACR: Immediately declined.
Me: Cashout try again but now withdraw options all unavailable stating I must speak to Live Chat when there is none. Send another email asking why.
ACR: Tells me I did not verify even though I did and tells me to verify again without answering me how to get cashout options again.
Me: Send verification and cashout request via email.
ACR: Tells me I need to withdraw via cashier first. [This is when I completely lose my ****]
Me: Send email asking why and for help.
ACR: You must send a verification to cashout.
100% accurate emails. Not embellishing even a little bit...
Make sure your verification documents are not truncated in any way. If you clip off a corner of the document in your pictures, the document will be rejected.
If your images are many megabytes in size, they will be rejected (I suggest converting any pictures you take to a slightly compressed jpg file that is 500kb - 1 megabye in size. Anything larger is unnecessary and overly large files are autorejected by the servers (or at least they were in the past, I suspect this is still the case, and there is NO notification if a file is rejected for size).
Verification will likely not take place over the weekend, so try to be patient.
Payouts in crypto, once an account is confirmed, have been taking place in < 30 minutes for quite a while now. They have gotten very efficient.
You will get paid and these issues will likely never occur again once you get your verification documentation sorted out.
Yes, they could do a better job of it, and yes Tier 1 customer support is not the best (but this is true of most businesses), but your money is safe.
The delay on your first withdrawal, because of verification, is very common not just at WPN, but at all offshore sites. The first withdrawal is almost always the slowest because there are security checks for KYC and AML that are done in the most depth upon the first withdrawal. People commonly complain they will take your money without these documents so why can't they send it, and the answer is international banking compliance, aka Know Your Customer and Anti-Money Laundering rules. And yes, ACR and Bovada and every other offshore site uses international banking connected to the SWIFT system and must comply with KYC and AML, even if the customer is using crypto currency.... these businesses, despite common misconceptions, operate within the boundaries and good graces of International Law.
Cheers,
