Intertops and Juicy Stakes, on the Horizon Network, have a version of fast fold poker. Unfortunately, they have very little traffic and it rarely ever runs. Ignition and Bovada, on the Pai Wang Luo Network, are the only two sites where there is any traffic to speak of within the USA for fast fold poker variants.
Before you ask, Bovada and Ignition have the same player pool so it matters not which skin you access the network from... same games.

Child's Version: In the absence of a law making something explicitly illegal, it is legal.
Clarification: It is legal for citizens to engage in online poker in most jurisdictions within the United States. Operating such a website is likely a different story.
(Disclaimer, this is of course, only an opinion, as I am not a Supreme Court Justice nor a practicing attorney).
There are many an essay on the legality of online poker to be found on the Internet with simple search terms which I shall omit providing because they may lead you back to websites I have financial interests in.
Instead, what I would recommend to you is to
use the search feature of 2+2 in order to find the plethora of detailed opinions on this topic which have been espoused on this esteemed forum (some in this very thread). Alternatively, sites like Quora, Reddit, Yahoo Answers, and a jillion other websites have information and discussions on this topic as well where you could cross-reference your findings.
