It's not something we've thought about yet because, as you say, it isn't really a problem yet. I hope that it becomes one, because that means we're doing well.
I don't think we'd want a system that looked at whether someone was a winning or a losing player. But I agree it's bad for players and it's bad for the site too, and I agree that we need a policy.
The way the time bank works now isn't very good. It activates automatically whenever someone runs low on time. This is being changed soon but I'm not sure if it'll make it into Monday's release. The new timebank will require you to click to activate it. That will improve things marginally.
I think the way to fix it is probably to only allow a certain number of uses of the timebank per hour, or per fifteen minutes. It isn't really a bank at the moment as it never runs out.
Perhaps on top of that we should look at average time to act for a player and if they're always using all the time and are playing a ton of tables, perhaps we should reduce their time allowed, or something along those lines... That could get a bit dangerous though.
