Whether you have checks queued or not how do you make the mental leap that that somehow means a lack of funds = Lock? You couldn't get 20 queued checks at one time. So by removing the queue they are not removing your ability to withdraw the same amount of money per instance.
It's slightly inconvenient as compared to before when you could request multiple checks and never look back for a couple months while they processed. Now you have to *gasp* go to the cashier and request a new check each time your paid (which is still in a timely manner).
In short, no, it's not a sign of 200+day Lock-esque "I might get paid" type payouts.
