could have something to do with emailing them asking them to waive the fee as my one free wdraw for the year, who knows

So can you have the book send you any amount to blockchain and don't receive any additional fees?

For example i want to do like a 4k cashout to blockchain in 1 withdrawal.

What is my better solution?

Do 2 sportsbook withdrawals at 2k a piece from the book then send to circle 2k a piece then bank

or

1 withdraw for 4k from the book to blockchain.......and then to avoid circle fees do 2 seperate 2k transfers 2 circle 2 seperate days?

There are no extra fees for sending more than 3k from blockchain to circle. If you have circle's highest limit (3k) it only applies to the amount of bitcoin you can buy per week. You can send/receive from/to circle or sell to your bank any amount.

However, when you go to sell, they will offer you a gradually lower price depending on the amount of bitcoin you try to sell. For example, if I were to sell 1 btc right now, they would offer me a price of $737; if I tried to sell 10 btc they would only offer me a price of $732. Both of these prices are still higher than what you would get on Coinbase ($730) where you would also have to pay a 1.5% fee.

Made a deposit yesterday via bitcoin using the same method I have multiple times in the past. Generally the funds are almost instantly credited to my account but this time they never hit the account, and still haven't 18 hours later.

Has anyone experienced this before? The funds are gone from my bitcoin wallet and sent to the address they gave me.

Yeah it sent and confirmed, I've emailed. Just a bit inexperienced/new to bitcoin so I am just afraid they will try to screw me or something, haha.

This has happened to me when the miners' fee wasn't large enough to be picked up in a block of transactions. Just had to wait until someone decided to add it to their block.
