No...the first raise must be at least the double the big blind. After that 3bets, 4bets, etc, must be at least the size of the previous raise.
So for example. Blinds are 50/100. UTG raises to 300. The minimum someone could now raise would be to 500. The next person theoretically could raise to 700.
Lets instead though say this next person raised it to 1450 (meaning the raise size was 950). The minimum raise would now be to 2400.

As a strategic thing the "min click back" is often a tell. In "real life" almost no one would ever raise the absolute minimum in no limit. So when you see it happen online, it usually means a big hand because it means the "raise any" button was clicked before the player even saw what actions the previous players were taking...ie, they have a big hand and don't care what the other players have.
